Ridgecrest Public Lands Roundtable Minutes
April 23, 2015
The meeting was chaired by Ed Waldheim the Vice-Chairman whom began with the Pledge of Allegiance. Ed announced the Moose Anderson Days to be held Saturday April 25, 2015 in Jawbone Canyon at 7:30 a.m. breakfast and lunch will be served. During the approval of agenda several items were changed, removed and added. Meeting continued with introductions and comments from the table, followed by audience.
BLM reports by Carl Symons were: The DAC field trip which was held on April 10, 2015 was successful. It began at the DTRNA, then went to the Sleepy Bear Mine, had a really good BBQ, then ventured to Searles Valley Minerals for a presentation and ended day at corrals. DAC meeting has been postponed to May 9th in Riverside.
WEMO has had 4 open houses, currently working on the Programmatic Agreement. A meeting is to be held May 4th at Ridgecrest office. May 7th a Programmatic Agreement meeting on the DRECP at the Barstow office. Both meetings are 9:00a.m-3:30p.m. June 4th is the due date for comments on WEMO.
Renewable Energy ROW’s (Right of Ways) –Quite a few projects have gone by the way side. When a project doesn’t progress or withdraw; a time frame is put in place due to some companies being content on just letting land sit. An updated map shall be provided in future of current projects. Alta East is finished.
Grazing- Evaluation and monitoring is being completed to determine if grazing will be curtailed early due to the weather causing vegetation to dry and other changes that effect grazing. It was questioned if the sheep grazers have the right to use the water in Sheep Springs. Mr. Symons will check documents.
SNORE Race (Southern Nevada Off- Road Racing Enthusiasts)- went off well with no major injuries to people. The start/finish area was located off of Trona road in Wagon Wheel OHV area. As a whole the participants and spectators complied with the rules and respected the boundaries of the track. Three BLM Rangers, the San Bernardino Sheriff’s Department, the Kern County Search and Rescue, and the BLM recreation monitoring staff were all there to insure the event operates safely. The High Desert Trials Rally is to take place on May 3rd
Staffing-There is currently no Fire Management Officer or Engine Captain for Ridgecrest Area.
16 important positions are still vacant.
The focus topic / the presentation by Arzell Hale were postponed due to work.
Comments and Updates from Audience-Kent Miller the Sector Superintendent of Hungary Valley SVRA Gorman gave an overview and explanation the OHV Division and California State Parks.
Old Business- Membership Outreach- A lengthy discussion of the organizations and titles that may need to be removed or added to the membership list.
Position Letters-Bylaws/Operating Procedure-The proposal submitted by Mark Algazy was distributed, voted on, and passed.
New Business- Under new business a letter for membership was distributed from Will Liebscher.
BLM and Proposed SVRA- (State Vehicular Recreation Area) Ed distributed a map showing the property purchased by state of California the backside showed the affected trails. Also a request was made to write a letter to Jim Kenna, State Director of BLM to express the concerns of the group. Mark Algazy was appointed to write and distribute for concurrence.
China Lake NAWS Proposed Expansion- Tom Budlong was recruited to write a letter requesting more information on Blackwater Well area.
