Re: Fremont Valley “Preservation” Project
Dear Ms. Oviatt:
Referencing your letter of 17 October 2013, we have just received notice of a Public Hearing on Thursday 14 November 2013 to address the above project. This meeting is in Bakersfield, rather than in the eastern part of the county; it is at 7:00 p.m. and may not get heard until 11:00 p.m. or so; it is only four days prior to the closing of the comment period allowed for this project; the EIR of this project is thousands of pages long.
While there is a public presentation by AquaHelio to the Indian Wells Valley Groundwater Management Group scheduled for 21 November that is after the close of the comment period. We understand that comments will be received after the close, but they will not necessarily be addressed in the decision making for the project.
It appears that the above circumstances constitute in sum the “unusual circumstance” quoted in your letter and we again request an extension of the official comment period to at least 30 December 2013. This is a huge project with potentially devastating impacts to existing communities and begs for more intense study rather than less.
